[CinCV TNG] Need help for basic video editing

Sigh, so I know how to write software, but have zero plan how to handle 
video when it comes to modern formats. Could you kindly point me into 
the right direction?

I need to do some trimming, brightness adjustment, transitions. The 
video should be uploaded to Youtube, ca. 8 minutes total. What output 
format should I choose? Should I downscale?

Playback of audio is fine, but video is choppy, like max 2 frames per 
second. Should I reencode to something else?

Preferably, I would use CV version.

Footage is from an Olympus (photo) camera. ffprobe reports this:

I see this on the console a lot:

slightly wrong ...
