[CinCV TNG] [PATCH] Add GreyCStoration plugin to Cinelerra-CV

The CIMG library and related greycstoration.h header are covered by the 
CECIL license (GPL compatible). However, the cinelerra specific 
greyCstoration.C and grayCstoration.h (admittedly, poor choice of name) 
do not have specific licensing info explicitly stated.
